No. I can't clean the beach and criticize on the web at the same time.
I suggest you contact the Beach Cleaning crew at the Guayacanes Municipality
I think others have his contact information. Perhaps Steve or Frank can get it to you.
The director is a very nice man.
Good luck.

It is not nececary to call, because the beach is never dirty.
They clean it every day.

Checked on the new shopping centre today. They may have painted a bit of the front but it is a basic concrete structure. Few walls, no windows, no stairs, no nothing just a concrete frame with a bit of white paint on. No worries talking typical at least a year timeframe there!!!!

As planned has to be done this year and how the works are going on the most of it will be done by the end of this summer. It's a concrete and glass type of buildings without many walls and with big windows , so after flooring not really much for them will be left to do , windows , doors etc... , it will be open by the end of this year .

The structure lends itself to a quick finish. The shame is it is rectangular with the front (wide) exposure on the side street facing private townhomes. Never the less, it might be a good location for someone interested establishing a BON / ice cream, smaller retail and perhaps upstairs offices.
Either way, its a start and a positive contribution to the area.
