two main places in Villas del Mar, Juan Dolio. Plaza Real around 40us$ a night for one bed apt including everything, and Meridiana (newer less dust) around 35us$ a night

They are two completely different options.
One has you in a beach town with other gringos, the other is a big noisy stinky Dominican city.
I suspect you would be happier in Juan Dolio.

My advice : do not stay in Villas Del Mar this month , unless if you like some noise and dust ( construction of a new aqueduct is on , plus Marbella project 24 hours works )

It's not just this month, the aquaduct works have been going on for 6 weeks now in streets where there are hardly any houses - strange that! The boulevard is now impassable on one side as the construction workers broke a water pipe and didn't bother to fix it. The dust is now so bad we have many people with chest infections, several hopitalised with bronchitis, kids with asthma. And now when we come to the main european tourist season, we are advising tourists not to come. Thanks guys.

Yes is correct.
In new Juan Dolio is at this moment a lot of dust and noise.
In OLD JUAN DOLIO, there is everything OK, at this moment.
Old Juan Dolio is the west side.

Finally , some people like it or not , but each street in Villas Del Mar will have for each current or future projects connection to the new aquaduct and sanitary system and it takes what it takes to have it ( money , time , dust , noise etc...) and yes they will make such connection in every street even where there are hardly any houses and after the streets will be fixed... and Villas Del Mar will become a prime residential area ...
