Marine Machanic / Engineer wanted

Can anybody help me ?
I have a friend who has a boat in Boca Chica but has a problem with it. I'm not machanically minded but we believe what we need is somebody to obtain and fit a hydrolic steering bypass so that we don't burst a pipe when the steering is on lock (this may be wrong but its my take on it)
He's had a stream of 'qualified' dominican machanics look at it but they don't seem to know what they're on about.
Can anybody recomment a person / firm that you have had a good experience with ? Any and all recommendations greatfully received.
