Road conditions La Descubierta to Elias Pinas

Does anybody have experience with the road running along the Haitian Border from La Descubietra to Elias Pinas. Looking at "Google Earth", it looks "passable" with a number of villages along the road - however any information on conditions, how long it takes etc. much appreciated.
