Default revisiting the "personal a"

When I was learning Spanish many years ago it was taught that the personal a was only used in conjunction with a verb and that it's use did not apply when a verb was not involved. While perusing the Spanish 101 forum I read something from a poster that was not consistent with this. Outside of this forum, I have never seen the personal a used without a verb. Did La Real Academia Española slip another change in on me as they have done before?
