Default Is this correct Spanish?

This recent tragic headline had me scratching my head because it doesn't appear to be correct.

PN arresta 27 personas asesinato coronel, incluído uno habría confesado le disparó

Shouldn't it be "PN arresta 27 personas de asesinato de coronel?

Newspaper headings are brief. The reader fills in the missing words: PN arresta 27 personas por asesinato de coronel.

Are you sure the verb is habría?

The verb used was "habría", as of La República - PN arresta 27 personas asesinato coronel, incluído uno habría confesado le disparó

I wouldn't have used "habría", maybe "había" or "ha" or just "confesó".

Is this a form of Spanish that is correct, or just something accepted for journalism?

Also, I thought about using "por" in the phrase above as you have it shown, but I thought that implied that the 27 persons were arrested "for" the assination of the coronel. This is why I used "de" - to show that they were there atr the time of the murder, but not necessrily involved. I believe my version is still correct, right?

I might be very wrong here but "por" would be translated as "because of".

Or "in connection with"

An equivalent ungrammatical English headline would be

"27 arrested in colonel murder case"

or

"27 arrests, one confession in colonel murder case"

There is some leeway for poor grammar in headlines, but a lot of Dominican journalists push it beyond the limit.

That is what I was trying to translate with the following phrase I proposed:

PN arresta 27 personas de asesinato de coronel.

Why is this not correct?

It should be 'por asesinato del coronel'

por signifies cause for something, in this case, they are arrested for the murder (cause)

Also, it should be del (de el) instead of de coronel... nobody mentioned that You could also say "de un", but that is less specific.

And umm, I don't generally trust newspaper grammar, brevity notwithstanding.
