I think it means that your mother sleeps around. I definitely know calling someone a "cabron" in puerto rico is considered fighting words amongst the older generation. But, I was watching a movie and the actor yelled out "No me toce, cabron", hahaha.

Cabron can means different things, it depends the mean you're giving it.

it can mean: Stupid, Idiot, Homosexual, retard.
