what are the rules........or are these terms inter-changable ?

They can be used interchangeably, but will depend on the usage.

Why don't you give us some specific examples? I do seem to hear "de nuevo" used for more instances than "otra vez".

I hear de nuevo more on tennis commentary and otra vez in soap operas........ I was hoping someone else may supply the instances of when it is more likely to use one or the other or any.

I'm sure there will be regional variations. I assume you wanted to know about it's use here in the DR. As far as use in other countries I'm not sure.

I agree, both terms are used interchangeably. Colloquially, I hear otra vez more than I hear de nuevo in the DR. The media seems to prefer de nuevo as well as the adverb nuevamente:
Los Tigres del Licey de nuevo se coronan campeones.
Los Tigres del Licey, nuevamente campeones.

In formal speech and writing, de nuevo (nuevamente) takes the lead (IMO).

de nuevo would be like saying again. otra ves would be like saying (one more time)
