Is this correct Spanish? In my never ending goal to refine my castellano I would like to know if this is a regionalism or can I use it with other Spanish speakers too.

You can use that anywhere. It's just emphasis. Que lo que? on the other hand, is not used in other places, but you weren't asking that.

As Uruguayo said it is an expression of surprise, disappointment etc. Literally means "what what!". Although grammatically correct I would not recommend its use cuz it indicates very low education and over dramatization.
