What's best, taxi or bus?

While a taxi is certainly your fastest way to get there, there are also other ways:
Taxi to bus station (Either Metro or Caribe Tour), the bus to Puerto Plata and a taxi to Costambar.

A lot will depend on your time of arrival. If it is very late at night, your only way is a taxi.
