Most probably the individual hotels will have inhouse carnival activities. Remember Punta Cana is enclave tourism kind. The big carnival activities are mainly celebrated in areas that attract primarily Dominican people, although some are so colorful they have now become tourist attractions, such as the La Vega carnival. La Vega is also the place to go for river rafting. Unfortunately, it is a five hour drie from Punta Cana so you would have to overnight.
