Bill, you are absolutely right that the price should be agreed upon in advance. La Profesora has indicated that the going rate is RD$300. I'd suggest when you are ready for a taxi that you tell the driver where you want to go and that you will pay trescientos pesos.
My experience is that there are never many taxis waiting around at the airport, the drivers are quite firm with respect to their rates, and that all the drivers there are members of the same group.
