Gringos, usually Europeans do it. Locals do not do it. Even with gringos, in Boca Chica you don't see much of this. Nearest to Don Juan mainly.

Technically it is illegal in the dr,topless however is widespread and there is no problem,there is a naturist(ya know nekid people)resort in Abreu between,Playa Grande and Cabrera,it was closed due to legal problems,but they have been working on opening up again,if you want more info e mail me
