Neither of these mention batteries, at least not that I noticed on a quick scan. I do find it rather fascinating that on Canadian flights I can't have a nail file, but I can bring my whip!
As for the lighters it has always been our experience, limited to Canada, US and Europe that one disposable lighter per person would be allowed.
I have no personal experience with the DR customs, but based on whats been written is seems that outbound is the problem and that there is no reason other than their personal need for batteries. Fortunately, I plan to travel with rechargables and if they want them, I can simply explain that they are dead, negating any personal benefit they may have. Although they might have some creative reasons why batteries are a safety risk, I seriously doubt that the same can be said for a battery charger. Then again, if they insist that both are dangerous, I don't think I will fight over $20 CA worth of "stuff".
