A foreigner with a permanent residency in the Dominican republic may also sponsor a Cuban citizen for his visit to the DR. He may sign the carta de invitación to obtain the exit visa as well as be the sponsor the Dominican government requires to issue the tourist visa. I have personally done it and I am not a Dominican citizen.

It is clear that the exit visa will only be granted to go to Haiti if the invitation letter is signed by a Haitian citizen or a permanent resident in that country.
