fishing in boca yasica

Im in tropical goleta hotel and i went in boca yasica the other day try to fish from shore. i saw local fishermans fishing on live bait(small black fish). they were fishing baracudas or something big.
if anyone know where in that area i could catch small fish like that and what bait to use..i tried with with frozen squid from supermarket but nothing hapened.
