Is better to travel with all the dollars I need?
or take with bancomat the pesos when I need them?
What is the best choise?

Take dollars. You will get a better rate here than you will where you are. To check that, find out what you would get if you exchanged money there. If it isn't close to 34 to 1 for dollars, then you will know you will be better off exchaning your money here.

Yes, there have been fraud problems with credit cards in the DR. I would be very careful about where I used it to pay bills and make purchases.

They say you have to pay for car rental with credit card. Is that true and if it's so, how to deal with these fraud problems with plastic?

Be sure you have the carbon paper-if they use it.
Be sure you have your copy.
Be sure you watch them put your card through the machine, just once.....

Always check your Credit card bill very closely. People at national Rent a Car are very good to deal with. Don't worry.

Besides you are much better off if you hire a taxi for any excursions you want to take outside the complex..
