If you can, let a local rent the car for you and only come into the rental office to sign the contract. It will save you a lot on the rates.

Maybe you should also consider public transport as it is cheap and generally reliable, if you speak Spanish. Use guaguas or taxis, it will also save you the trouble of driving in what can only be described as a 'different' driving experience.
