Flyfishing near Bayahibe - need information

Hi all, i'm writing from Italy and within few days - May 10 - íll come to BayaHibe (Playa Dominicus). I'm a fly fisherman and i'll bring with me my tackle hoping to have some nice fishing time. I've read all previous posts looking onto these treads, finding them quite helpful, but i need to know whether do i have to pay something before to go fishing, meaning duties, licence...and if so, where it's possible to fulfill it. All information would be very appreciated. Final...last but not the least....í heared about the "Parque Nacional del Este", is it flyfishing allowd there?
