How do i find an old friend in D.R. ???

Is there a 1800USSEARCH type of business in D.R. ??
Or a way to check birth records,social security etc. and track someone down?? Anyone know an honest cop or higher up that could make it happen for a price??

I am looking for Tony Rincon,son of Anthony Rincon.Tony was born between 1947 and 1951 in D.R. and lived in New York until 1972 when he moved back here with his wife and kids.

I am doing this on behalf of Mr. Jose Georges who last visited Mr.Tony Rincon and his wife that lived in Ensanche osama in Santo domingo in 1973 with his wife and kids.Jose cannot remember Tony's wife's name but he is sure that she still has family here somewhere in Santo Domingo.

Any ideas would be greatly appreciated.Thank you.
