I have been told that if I start looking now for accomodations in the 35 - 40 US/per person range for an all inclusive resort during the dates above, I will have a VERY hard time in finding something....

Does anyone have any good advise of where I might start searching?

From what i experienced you will never find all inclusive resort for that price any time. They start at $50.00 us ( playa naco) and up.

Just wondering who ever told you such thing. If you like a nice room in January will cost you more than that, never mind an All Inclusive.
If you ever find one, do let me know, I would be very , very curious!!!

There you will find some all inclusives, depending on the place you go (punta cana for example is more expensive than Juan Dolio) for $40-$45
