The passport issue is not a problem on the DR end -- it is a Homeland Security Department requirement. The problem is not entering, it is the US that will be requiring passports to re-enter the US.

You're probably right--but if it can be avoided and people have time to get a passport, better to be safe than sorry. And i suppose i was thinking about the passport in terms of being able to assert legal identity
in the DR, (hence my recommendation especially if you are a person of color). Naturally,a passport is unecessary for a two week trip to an all inclusive--or something along those lines.
