Question How easy is it to get a job In a tourist area.

I was just wondering how easy or how hard is it to get a job in a tourist area. Is it like how it is in North America where you hand out your resume and cold calling to see who's hiring. Or do you honestly need connections with someone who is working to pull a few strings for you. Do the people who speak english have an avantage over people who just speak spanish. I'm just curious when people tell me that they are always looking for work in a tourist area and nothing ever comes up. Is it really that bad to find a job over there or are they just lazy.
