Ocean Manor DR- good choice?

I have a week to exchange for my timeshare and I'm thinking about Caberet, DR. I'm interested in getting an all around experience. I want to get involved with water activities and get out on the town. Would this be a good choice to accomplish my goals? If not anyone have suggestions which part of DR I would get the water activities as well as activities in the town? My last question is food in DR expensive where I would need to get the all inclusive?
