Haven't seen specifically Dominican cooking lessons on offer, especially not in English. Celebrity cooks like Eugenia Rojo run courses once in a while but these tend to be international cooking. Best advice would be to ask Dominican friends whether they or a family member would be prepared to give you a demonstration of, say, preparing a sancocho. Offer to buy ingredients and frías!
Good Dominican food can be found at Mesón de Bari on Calle Hostos in the colonial zone. Nice surroundings too. There is a typical comedor called Mimosa which is said to be good, also in the Colonial Zone (on Arzobispo Nouel coming up to the intersection with Meriño, very near the Cathedral). A really good option is Adrian Tropical with branches on the seafront Malecón (near the intersection with Ave. Máximo Gómez) and Ave. Lincoln (north of 27).
