Those are "overstay fines".

The "departure fee" is embedded in your airfare on non charter US destined flights.

Apologies for this crude response but:

Because you are traveling to the DR. The country with the highest taxes on airline travel. Also, the country that likes to make money to get the richer well...richer while the poor become poorer.

But on a serious note: those are the fees that the port authority has established. From what I understand...there are loop holes and ways to vribe them. I don't know what they are because I have never had to pay them.
