Here is my take on this.

Pure and simple laxity on the part of supervisors at the hotel (s). One of the staff is sick and is not taking proper hygiene precautions. It is as simple as that.

If they can identify the employee and take care of him or her, this will be just an incident. The person is like a Typhoid Mary.

I can agree with your take on the sickness, the other thing it could be is someone with the virus on board a plane, locked in for 3 to 4 hours, recycled air and then after 48 hours of incubation a whole plethora of passengers get the bug and then pass it around the resort as well.
