Best way to get to Puerto Plata from Santo Domingo

I plan to stay at Riu Bachata in December 15-25.

What is the best way for a friend of mine who will be in Santo Domingo, to come and meet me in Puerto Plata?

Cost by Taxi? by bus?

Caribe Tours or Metro Tours bus. About $8 US. A cab would cost between $150 and $200.

Either Caribe Tour or Metro to POP and then a taxi back out to Riu complex.
I am afraid I do not know the taxi fare to Riu, but it should be fairly reasonable..
