For a single female visiting BC, the challenge may be to find good security AND a non-monger environment (without going to an AI, that is). My wife and I were quite happy with the Madejra, and had no security concerns at all, but YMMV.
A solo-female is likely to be seeking 2 things - proximity to the beach, and a safe walk to/from dinner/drinks on Duarte after dark.
If my 20-something daughter were going to BC, I'd suggest the Madejra for those reasons... or maybe the Zapata (though it can be a bit dark 'tween it and the heart of Duarte). Candil would be fine, but I'd worry about a little about the Duarte walk after dark (and would NOT want her jumping on motos).
But then again, I'd probably not recommend BC to my solo-traveling daughter anyway. I'd probably encourage her to consider Cabarete or Sosua instead.
