When is Visa requirement in effect for Russians

My wife, a Russian, has tickets to come to the DR. She heard on the news that there is a new Visa requirement for Russians. When does this take effect? (she has no time to get a visa, we depart July 13th and we arrive July 14th) Please help us find whether we can make this trip.

If you bought your tickets before June, 16 you don't need visa.
