DR citizens applying for visas to visit abroad?

i understand, DR passports dont enjoy visa free travel to many countries.
i also understand visas to canada and the u.s are often refused.

but outta curiosity, what developed countries can DR citizens visit fairly easy without complications?

Which are "developed"? I'd say that's subjective, but if you're asking me that would narrow it down to Hong Kong and Japan. Probably not a long line of Dominicans at the counter for those tickets, visa or no visa!
