K-3 Visa questions.

Hello I would like to know, If any U.S Citizen living in the U.S. has applied for a K-3 visa for their Spouse/relative in D.R, after filling for a
I-130 ? I would like to know how fast is the waiting process versus a I-130 petition filed alone,? Especially for someone who has recently filed a I-130 for their Spouse/Relative. If the marriage took place in the D.R would you have to file the K-3 in the U.S embassy in Santo Domingo? I've been researching online about the k-3 and I am confused about the filling place if the marriage took place in Dominican Republic. I thought it would be helpfull to hear about any personal experiences.
