Thanks for the info Tim.
I'm planning on returning to Santiago in Jan for 3 months. Was hoping to bring Yohanna here on a K1 in the "near future" Do you know if the wait is any shorter for a K3 interview?

Nope, not unless you get married in anothert country. The K3 specifically says it must be handled at the Consulate where the marriage takes place. Read into that what you will but it could mean you could legally avoid the DR waiting list.
