Thanks, Anna. Besides the case I mentioned of Costa Rica, the Netherland Antilles (Curacao, Aruba, and Bonaire) recently announced that Colombian citizens, who have a multiple entries US/Canada / Europe visitor visa, could enter the islands visa free. In the case of Costa Rica and the Dominican Republic this applies for citizens of any country. I think this option could be adopted by more countries, especially in the Americas in which the US visitor visa is key in obtaining country visas.

Last Monday it was announced that 4 Central American Countries decided to exonerate visas to travelers who already have visas from the US, Canada, or Schengen:
Exoneran de visa a viajeros con visa vigente de EUA, Canadá y Schengen
El Salvador es parte del Convenio de Creación de Visa Única Centroamericana para la libre movilidad de extranjeros entre las Repúblicas de El Salvador, Guatemala, Honduras y Nicaragua, por lo que toda medida en materia de visas debe ser consultada y aceptada por los Países del CA-4.

La Ministra de Relaciones Exteriores, Marisol Argueta de Barillas junto al Director General de Migración y Extranjería, Rafael Álvarez, anunciaron este día la aprobación de la nueva disposición para exonerar de visa a extranjeros que viajen a la región CA-4 (El Salvador, Guatemala, Nicaragua y Honduras) que posean Visa vigente de Estados Unidos, Canadá o de los países que integran el espacio Schengen.

Anna,
This news refers to visitors visas, not residence visas from those countries. From now on Dominicans with valid-multiple entries-visitors visa can enter Guatemala, Honduras, El Salvador, and Nicaragua without having to ask for a visa for those countries. This is the same exemption currently applied by the DR and Costa Rica.

Switzerland in recent weeks has Joined The Schengen Visa Regimen requiering Dominican Citizens who dont hold a Valid Permament Residency Card to a Schengen Country to Apply for a Swiss Visa before departing their country of residence

Dominicans Citizens holding a visa Or Resident Card/Permit for Australia,
Canada, U.S.A. or a European Union member state, provided
having used the visa ARE EXEMPTED from Having to Obtain a Panama Visa
a Tourist Card which is valid for 30days may be purchased upon check In or At the Panama City Airport Upon arrival
