Default Questions about US

ive heard that if you are married to a dominican you can go to the US embassy in Santo Domingo and ask for a visa them for them to come to the US and start the immigration process while they are here with you. is that true?

my friend has been married to her dominican husband for 2yrs now and is at the financial process for the visa and was told by a lawyer in Santo Domingo how he can go to the embassy and ask for a visa to come to the US. but then they would have to start the process all over when he gets here.

i need all the advice i can get because i also will be getting married in march of this year.
