American airlines only flies through US therefore transit visa for US is needed which I understand to be IMPOSSIBLE. Copa air flies through Panama but I dont see it on the list of visa free countries. Please help what do we do?!!?!

If he's Dominican and has a valid passport, he can fly via COPA to Colombia.
He does not need a visa to visit Colombia, they will issue him a tourist one of arrival.
He will transit in Panama, so it will not be a problem, many Dominicans do it.

My sister goes to Aruba via Puerto Rico. In Puerto Rico officials knows how many people are in transit. The one with US visas or US citizens are free to walk around but the ones without US visas are escorted to a room and kept in that room until the plane is about to lease, then they are escorted back to their flight.
