I was told that only the baseball players who have contracts can get out. is this true or can average Joe somehow come up with the money and get a visa to visit Canada.

If you are asking about a visitor visa to Canada it's very hard for a Dominican with little money and ties to the country to get a visitor visa.

Here is the info for you Dominican Republic :: Home :: Discover Canada :: Visas and Immigration

Default not likely

Hi

My husband was a baseball player had money and all the proper documentation, he was refused. My parents set up a bank account in the DR with my husbands name on it with a significant amoutn of money 2nd time refused. We have applied for a visitor visa 4 times and have been refused everytime, it is very hard and I don't know of many getting approved.

If they already have an American Visa, there is a good change they will get a Canadian VISA and vice versa. My wife and i brought her cousins 15 and 18 year cousins to Canada for ESL summer school. Their dad had a house(nice one) and business as well has a good sized bank account. They were approved, but this is not common.
