I encourage anyone else to speak up on their experiences and their success or failure at getting a visitor's visa. While I agree that the main reason US Immigration denies visas is because they don't feel the visitor will return to the DR at the end of their visa time period, they have a list of disqualifying criteria above and beyond that. The issue is especially problematic for Dominicans because so many have remained and become illegal in the US.
I contend that lollipop met with an immigration officer who was very sympathetic and the result was almost the equivalent of winning the lottery.

it will be of great advantage if your wife is knowlegable of how to apply. my wife was granted a tourist visa. i was with her and the rep. said we'll grant a visa for one year and monitor the travel. i assumed it to mean if she came to the us and returned several times it would be no problem to retnew. i was not there for the renewal and she was declined. they told her since she was married and not living with me they would'nt renew. i appealed thru my congressman and the copy of the letter from the consul head came back quoting all the crap about not showing enough reason to return to the dr. the rep. at my congressmans office told me he could'nt believe she ever got the 1st visa. Good luck. it was on the news that about 5,000 did not get their visas renewed.
