In a word, you can't. It is practically impossible unless she has money, car, house, and no contacts in the US. Your being her boyfriend will be of absolutely no help in this situation other than you might pay for the application which is almost certain to be rejected. She has to qualify for this on her own and it is very difficult for her to prove she will return to the DR after her visit to the US. You can thank her countrymen, the thousands that stay illegally in the US, for this situation.
Also if this relationship become more serious how can I get her a permanent residence in the US?

That is possible. Either through a fiance or spousal visa for permanent residency. A good website for that information is
Dominicans to the USA - Index
The forms for these visas are not difficult to fill out, just a bit tedious. I have done them myself and my wife and step daughter have received US residency.

Also you can use the search function here in DR1 to look for US visa, K1 Visa, etc..
I can summarize the results this way.
- Unless she meets all of the criteria for a visitor's visa on her own which is NOT published, applying for one will simply be a donation to the US government. Hundreds of people make this donation daily.
-If you indeed are in a serious relationship, you can get her into the US on a fiance visa and marry her in the US or marry her in the DR and then bring her in to the US. I believe that both of those methods take well over a year at this time.
