The chances of getting a B-2 visa (tourism or personal visit) are slim even if she owns her own house. Now, if she has a business or large amounts of property and a small fortune in the bank, then maybe. The visa for a domestic worker would be H-2B (semi skilled, non agricultural worker). To bring her in as a temporary worker, you must prove that there are not able to find a nanny in the US to do the job. Still a pretty daunting task, and I´m sure they will find out that she is your mother in law and then its probably a no go. Also, most foreigners who get the H-2B visas are young women who are recruited though agencies in the US, and have special experience and formal training in early childhood development.
Your mother-in-law will have a much better chance at an immigrant visa once your wife obtains U.S. citizenship, than at any classification of non-immigrant visa. U.S. immigration law is focused more on people coming here permanently, than just staying temporarily. That´s just the way the laws are written; with the presumption that once someone comes to the U.S, why would they want to go back to wherever they came from?
