I see no discrimination here, since the Florida tornado thread is DR related (asking the status of Dominicans residents in the dissaster zone...). Also, your thread may cause unnecessary alarm, since within the present state of scientific knowledge, it is not possible to predict earthquakes, much less not to specify in advance their exact date, time and location.
By the way, I'm in the process of developing an earthquake alarm system, based on a patent pending genetically engineered catfish species, bred to detect changes in the earth's electromagnetic field (which are known to antecede actual earthquakes). The catfish earthquake behavior is picked up by a movement sensor, connected to a device programmed using a patent pending algorithm of my own design, that sets off an alarm before a major earthquake, giving the user between half an hour and three days before the actual event occurrence. I need some venture capital (partners) to finish the contraption and cover all legal patenting costs. Are you interested?
