Rubio_higuey lives there, and from his posts during the storm, it appears that it was not as severe in Higuey as most other areas.
If your friends live in lowlands, then you can be pretty sure that they would have been flooded to a certain degree.
Otherwise, all should be fine.

One might think that El Seybo would have suffered even less, as it's that much more inland, but it's not as if I have any first hand knowledge.
The good news is that we haven't seen a single bad report coming out of there, so the presumtion it that all is well.
