And here's another one - people in Santiago looking to rent a home until the new ones are built are finding it difficult because landlords are reluctant to rent out fearing the Government will not meet its promises to pay the monthly rent. Nothing like being hit twice, is there?

Can you think of anything more stupid? The government telling people in Moca, Bajo Yna and Santiago that they will rent homes for them??? Like Yeah? Where??
Who in their right mind would rent a property to a person or family from that part of town with the government promising to pay the rent?
There is no way I would rent a house to these folks...sorry, not a question of Christian charity..if I could afford it i would give them the house rent free---it is a question of whether or not to trust this government to honor its pledge...and nobody in their right mind would put people on their property knowing full well that the government could take a year or so to build what they are talking about and if they are voted out in MAY???? Then what?? What if the people do not want to move later on??

Wanna bet these poor folks end up in wooden barracks, just like those of David, Federico, etcetcetcetcetcetc....

The absurdity and arrogance of these people is infinite!!

And so far it appears they haven't and the flood victims of Rafey area are getting restless. According to Clave Digital the refugees from Gregorio Urbano Gilbert Sports Club in Barrio Libertad haven't received their 15,000 pesos to rent a home & the food they are getting in the refuge is not good & there are insufficient bathrooms. So they blocked Avenida Estrella Sadhalá around midday Xmas Eve, police were called and it sounds like it got a trifle nasty. Flood victims are threatening more action if they do not get responses.

Protesting works for some! It now appears that some of the Rafey residents who lost their homes have received their 15,000 pesos while those from La Javilla, Rincón de Oro and Tamarindo haven't, according to El Nacional.

And the President of the Environment Committee in the Chamber of Deputies has gone on record as saying that the dam was kept full until the last minute because of the profit motive. He appears to have got copies of operations reports of the Tavera from 10th.-14th. December & has given these to journalists.

And............victims from Bella Vista are alleging that the only folks receiving Governmental help are those who are PLD supporters and activists........

And did I tell you all that I talked to one of Santiago's leading industrialists on Christmas Eve? We met at the Nacional supermarket. His business was wiped out by the floods, and it had been there for fifty years!!.
There IS a movement afoot to sue, and a major, big-time lawsuit it will be..

And both the PRD and PRSC now have TV ads about the disaster....gee, do you think????

Wow, these guys are getting quite aggressive, even wanting to bring to justice the President's commission on the disaster if they don't do their jobs effectively. My question, is "someter a la justicia" suing in this sense as it appears that these are private lawyers and what authority or rights do they have to do this?

Nonetheless, great news. In fact I have been somewhat depressed after the tragedy thinking that the negligence would go unanswered. This has just made my day and made me feel a whole lot more hopeful about my adopted country. I sure hope something positive comes of this.

I think the process is that the plaint gets submitted to the Attorney General and he decides if the plaint has sufficient merit to be pursued through the legal system. Is that right HB?

The AG is a Government appointee, of course. The commission of enquiry isn't due to report until mid-March so................it wouldn't be possible to 'judge' whether they had done their jobs effectively until after the report is out. Which would be some 7 weeks before Presidential elections. Would the AG dare to find a plaint against the commission didn't have merit enough to be pursued judicially so near to the elections?

Mind you, if the people who made the decision to open the dam are sued for criminal negligence ahead of the commission reporting, then that would make the second case somewhat moot, except it would be useful to have as a back-up in case the first one failed.

Interview here with Director General of Corporación de Acueductos y Alcantarillados de Puerto Plata (CORAAPPLATA), Ing. Onésimo Reyes on Tavera dam opening. Any comments from the technically knowledgeable? dag, HB, Chip etc? Onésimo Reyes is a political appointee, of course.
