nice theory,
i guess it would have a positive effect in theory.
but how many thousands or hundred thousands of waterpumping pipes he wanna install to make a specific area saver?
there may be a cost factor.
if the installation of such equipment costs more or nearly the same money than every year counted by the gubmins as hurricane damge for the area it will be tough to convince a gubmin to asist.
to get investors?
yeap,
but hard to do so, even for a big connected man like Bill Gates.
actually every year occuring hurricane damages are partially covered by big insurances, would they assist on such hurricane killing project?
keep in mind that in a theoretically "Hurricane free area" they would never ever again have a chance to sell a customer any hurricane damage policy.

a good point to set up a test wall for such would be the whole line from the Yucatan Peninsula to the Florida Straight, a working system there would block a good number of tropical formations/hurricanes from entering the gulf of mexico and threatening the southern US Gulf Coast.
sure it would not prevent the gulf region from hurricanes by far, many formations just overrun the lil sunny state of florida and once within the Gulf they wake up again and do their duty towards the Panhandle, Louisiana, Texas aso.
but it would be a good testside to see if they anyways have a chance to really have "a POSITIVE" influence on a mayor hurricane.

and there's a big negative on such artifical/human done influence on mother natures powers:
the described 'Billy System" would only weaken a mayor hurricane(of course in theory, til now nowbody ever with no kind of idea weakened a thing, yet) if launched right on the spot where the important activity area of that natural power is located/moving.

WHAT happens if the waters on the way of an imaginary mayor hurricane, let's say on his move from SE Yucatan towards the entrance of the gulf of mexico with expected hit point Mobile/Alabama, get cooled dow artificially by such kind of system????

i tell ya a "THEORY":

the imaginary mayor hurricane moves off his by God given path, due to the unfavorable circumstances in it's way, like those big storms always do since history of Men, and it moves on the "less offensive" way, like those formations always do, without weakening, maybe strengthening, our imaginary lil hurricane will not threaten anymore the southern US Gulf Coast, but instead, due to this unnatural influence by Humans trying to overrule nature's powers, he may just blow Mexico City completely off this planet, or sink Cuba down to Atlantis City.

we are just humans,
that means we can not fight nature,
heck, we fail on that attempt since we can look back on history of our kind.
we should just one beautiful sunny day start to live in harmony with that nature,
a point on which we til today failed more than on any other.

maybe in a couple of hundred years our race will have some kind of technology to really have influence on the climate/weather, IF the big plan has such a long lasting future for our spezies included.

oohh YES,
i know we have influence on climate/weather aso today's,
til now we just missed the lil point where our influence on such would be positive for the planet or for our own race.

the planet has it's rhytm, since millions of years, since the beginning of "Time".
now that he has for a short time some "Humans" jumping around will not make a very big difference on the given way. Mayor plans do not have to care about every lil unimportant detail of the Master Plan.

at least within the spezies on this planet we are blessed with the unique ability to "think big", which gives us the possibility to choose.
we can choose between
#1 enjoy the given very short and so valuable lifetime span by living in harmony with mother nature and the God given 'kinks' in this life
#2 bring up more BS like big ocean water pumps, Bill Gates utopic ideas, George Walker Bushes, Hugo Chavez's or more laws against smoking in public or drinking a beer after work to give ourselves a harder time

This has to be joke.

While I'm no expert on weather, mathematics, and physics (and whatever other sciences would be involved), that is way too much energy to control, too difficult and expensive to install in the right place at the right time with the right amount of units, and would provide a navigational nightmare for boats during and after installation.
