Taking a break for Three Kings Day
The DR1 Daily News Service will not be updated tomorrow, 6 January, Three Kings' Day. While not a legal holiday, the Ministry of Labor authorized workers throughout the country to take the day off. Three Kings' Day has traditionally been a day that is dedicated to children in the Dominican Republic. It was only last year, that Congress ruled that the day would be celebrated on the previous Monday, 4 January. As a result, hundreds of workers have been off both on 4 January and on 6 January. Thousands of children, primarily in rural areas and small towns will receive their holiday presents on this day. Wednesday's principal news stories will be compiled for the Thursday, 7 January issue of the DR1 Daily News.

New ruling sets fee for playing music in public places
The Oficina Nacional de Derecho de Autor (ONDA) released yesterday a resolution that establishes that radio and television stations, discotheques, restaurants, hotels, offices, clubs, theaters, stores and other commercial establishments will have to contribute to the Sociedad General de Autores, Compositores y Editores Dominicanos for playing music. For example, the new ruling establishes that radio stations need to pay 3% of their monthly billing and TV stations between 1.5 and 3% of their monthly billing to the society of authors, composers and Dominican editors. Discotheques and night clubs are to contribute 10% of their admission fees and 5% of their monthly billing. The rate establishes fees of between RD$300-RD$1,000 a month for piano bars. Ice cream shops, cafeterias, pizza parlors will be billed from RD$75 to RD$150 a month. Beer halls need pay RD$500, and social clubs are assigned fees of from RD$500 to RD$5,000 a month. There is skepticism as to the possibility of implementing the new ruling.

Vela Zanetti passes away
Spanish painter José Vela Zanetti died yesterday at the age of 86 in the Hospital Yague in Burgos, Spain. The Spanish mural painter was recognized by the Medalla de Oro del Centenario de la República Dominicana and decorated with the order of Cristóbal Colón. He painted murals in the Basílica Nuestra Señora de la Altagracia in Higuey, in the Instituto Politécnico Loyola in San Cristóbal, and in several public institution buildings during the many years he resided in the DR.

Ministry to yet define plan for expansion 27 de Febrero Avenue
The Ministry of Public Works announced the continuation of works to expand the Avenida 27 de Febrero. These works include the junction of the avenue with the Paris Expressway under construction and with the new bridge that will run parallel to the Duarte bridge as well as with the redesign of the entrance to the city of Santo Domingo from the Las Americas Highway. Architectural plans for the later have been drawn up by Sercitec and Bello y Díaz, among which the Ministry now needs to choose.

Cuello assigned to Geneva embassy
President Leonel Fernández appointed economist Federico Cuello, until yesterday deputy Technical Secretary of the Presidency, new Ambassador in Geneva, Switzerland and permanent representative of the DR before the United Nations and other international organizations based in that country. He replaces Mrs. Angelina Bonetti Herrera who had been in the post since 1983. Cuello has a doctorate in economic development, regional economy and econometrics from the University of Illinois in the US. Since 1995 he has coordinated the trade policy reform in the areas of services, telecommunications, intellectual property. Cuello told El Siglo newspaper that his appointment is in line with the government strategy to insert the DR into the world economy. He stressed the importance of the post at a time when most of the organizations that are defining the future world economic order are located in Geneva — World Trade Organization, the United Nations Conference for Trade and Development, the International Union of Telecommunications and the World Organization for Intellectual Property.

More illegal Spaniards in DR than illegal Dominicans in Spain
According to the director of Migration, there are more illegal Spaniards living in the Dominican Republic than illegal Dominicans living in Spain. In a report in El Siglo newspaper, Migration Director Danilo Díaz said that Spain has 27,000 Spaniard residents living in the DR, of which only 14,000 are legal residents. After the United States, Spain is the preferred country by Dominican migrants. The DR ranks fifth among foreign migrants to Spain.

Plaintain prices forecast to drop by February
Plantain producers say that by February prices will drop to RD$2 and RD$3 the unit as a large crop planted after Hurricane Georges begins to be harvested. Following Hurricane Georges, plantain prices soared to RD$5-RD$8 the unit, reflecting the scarcity. The hurricane destroyed ample areas that were planted with plantains, a most popular Dominican breakfast and dinner staple. Due to the high prices, Dominicans have replaced eating plantains with eating bread.

80 die in December 1998
The National Police reported that 80 persons died during December in accidents along Dominican highways and roads. The police says there were 277 accidents, including 142 vehicle crashes, 77 vehicles that skid on roads or slid down hills, 43 run overs and six unexplained accidents. One hundred fifty nine persons required hospitalization, and 129 were cured and sent home. Fifteen persons lost their lives in accidents involving persons driving motorcycles. In November 52 persons died due to accidents on the roads. There is a population of more than eight million persons in the DR.
