Solution
A valid cédula is a requirement for you to get your Dominican citizenship. Otherwise, it's not impossible
but it would take some work. You might have to make a special petition. In some cases the parent's cedula requirements is waived and the original birth certificate is enough, but this depends on the person in charge of your case.
