I haven't renewed my Cedula in 20 years and I now live abroad, what can I do?
Solution
You can go to the Dominican Embassy in your state, or the closest one near you. Also, contact the JCE (Junta Central Electoral) in your state or the one nearest you and ask them. They are the ones that handle the Cedulas. Below is a list of the JCE's in mayor cities. You can call and ask them if you can get it while in the states, if not the process to get a new Cedula is easy.
Next time you are in the DR go get a new copy of your birth certificate, then go to the Cedula office and get your picture taken. You will get your cedula fairly soon.
