If you are interested in relocating to the DR, you should order the Living in Santo Domingo book that has a chapter on schools for children in the DR. Your option for a French school would be the Lycee Francais in Santo Domingo. There are English language schools in La Romana, Santiago and Sosua, in addition to Santo Domingo.
