You can forget the USA regardless of price after the TWOV program was cancelled.

www.belairtravel.com for air only 1 and 2 week flights from Toronto (mainly) to the usual destinations. I would think as long as you show DR papers they will have no trouble accepting you to go there and as long as you have a multiple entry visa for here (Canada) they should also not have trouble accpeting you for the return.
Your choices are pretty much limited to Skyservice and Air Transat and you better get going as the flights start to die down a lot after Christmas. Though usually there's a few year round to LRM.
Air Canada is an option and they would have the same document rquirements so whatever's cheapest.
Anna's point I think really means for people leaving from Canada vs. "Canadians" per se.
