Default seaweed balls?

Ok, I posted this on 2 other forums and then saw this forum and realized it is the best place to ask the question so please forgive me for reposting to those that have read it before.
While in punta cana last week I saw hundreds of little clear balls laying on the beach. about the size of a marble. Perfectly round. they all had a clear liqiud in them and felt kinda like a ball of jelly and kinda greenish. as I was looking at one a local came up and told me not to break it open because the liquid will cause a bad skin rash. He didn't know where the come from other than they come from the reef area. I can't find info on the web. I'm guessing its from seaweed? They seems a little big for some type of fish egg.
any ideas?
